NaN background values
I am making mosaics with the current version of drizzlepac and the empty areas of the final images are filled with NaNs. I would much prefer that they were zeros. Can I set a flag to accomplish this?

In May 2015, a new parameter 'final_maskval' was added to the astrodrizzle interface to allow the user to control the value of the mask value used to fill the drizzle product image outside the input images. By default, it will be empty/None and correspond to a value of NaN (np.nan to be precise), while the user can enter any floating point value as desired for their purposes.
The parameter was added to the final_drizzle step as since it applies ONLY to this step.
